MEMORANDUM REGARDING DESECRATION OF WAR GRAVES AT SEA
By the assembled members of the ISA (International Community of Submariners Associations) at the 51st convention in Athens.
Preamble:
Wrecks of sunken warships and submarines have recently been salvaged and plundered on a large scale for collectable items and scrap metal, with disregard of the remains of the crew.
There is irrefutable evidence (including photos and videos obtained by onsite inspections) that several warships and submarines of different nationalities sunk during World War 2 in the Pacific theatre of war have recently been severely damaged or have disappeared completely. What happened to the remains of the deceased crewmembers is unknown.
This is an affront to the people who gave their lives in service of their country.
At their official congress meeting 2014 the Heads of Delegation of the International Submariners Associations unanimously condemned these practices. Basically it is considered theft since these wrecks are legally the property of the flag states. Especially worrisome is the practice by unscrupulous scrap metal dealers to salvage these wrecks for financial gain, with total disregard for the deceased that lie in them. They should be left to rest in peace in their grave at sea.
War graves on land are protected and cherished. Children adopt the graves, memorials are well kept and war graves foundations all over the world are heavily subsidized.
Our war dead at sea deserve the same consideration and respect.
Therefore:
The members of the ISA call on all governments and relevant international organizations
- To put an end to these practices and endeavour to come to an international recognized legal protection regime for these graves at sea.
If salvage of a wreck is required for compelling reasons:
- This should be decided in consultation with the flag state of the designated shipwreck, with consideration for the relatives of the crew.
- If there are still remains of the crew in a wreck a burial should take place at a graveyard to be selected by the flag state, if possible in dialogue with the relatives.
The 54th International Submariners Congress in St. Petersburg.
Dear fellow submariners and all our friends.
We have been entrusted to hold the 54th International Submariners Congress in the Naval Capital of Russia. It is due in St. Petersburg from 5th to 12th of June 2017.
We have been designing an exciting and interesting program for you during your stay with us.
As well as Naval Capital, St Petersburg is also considered to be Cultural Capital of Russia. We would like to show you most famous sights of the city, such as the Hermitage, Peter and Paul Fortress, St. Isaac Cathedral. You will visit Peterhof museum complex and the famous Amber Room in Pushkin.
You are welcome to arrive on the 5th of June. The cultural part of the Congress will continue for three days beginning from the 6th of June.
The Official part of the Congress will start in the evening of 8th and according to congress tradition will last for 4 days ending with a traditional Gala Dinner and closing party on the 11th.
During the official part you will see St. Petersburg as a naval capital. You can visit naval fortress Kronstadt with its Naval Cathedral, the new Central Navy Museum of Russia, the legend of Russian fleet the cruiser “Aurora”, the Narodovolets D-2 submarine and C-189 Whiskey Class submarine. We will honor the memory of fallen submariners in St. Nicholas Naval Cathedral and Kursk Submarine Memorial in Serafimovskoe Cemetery.

52nd International Submariners Congress Portsmouth 2015
Van 18 mei tot en met 21 mei is voor de 52ste keer het International Submariners Association (ISA) Congress gehouden. Het congres heeft als doel wereldwijd actief dienende en post actieve submariners bij elkaar te brengen. Soms schuiven ook mensen aan die op andere wijze een band met de onderzeedienst hebben, vaak vanwege een familieband of een uitgesproken interesse voor onderzeeboten. Deze keer waren zo’n 200 deelnemers uit 21 landen bijeen in het gastvrije Portsmouth. Alhoewel het gezelschap vooral uit gepensioneerden bestaat tref je er toch mensen in alle leeftijden, van 25 tot 95. Sommigen zijn hier voor de eerste keer bij, anderen hebben al meer dan 25 congressen meegemaakt. Nederland werd deze keer vertegenwoordigd door een gevarieerd gezelschap, bestaande uit Ben en Katja Boonstra (Stichting Nabestaanden Onderzeeboten 1940-1945), Henk (zoon oud commandant Hr.Ms. O16) en Elly Bussemaker. Head of Delegation was KTZ (RSD) Ruurd van Rooijen, en KLTZ (RSD) Jouke Spoelstra was de jongste. Ook Margot Grosse-Randshuizen, weduwe van een in Nederland wonende Britse oud-onderzeebootman, was weer van de partij.
51ste ISA Bijeenkomst
De ”International Community of Submariners Associations” (ISA) is van 28 mei t/m 31 mei 2014 in Athene bijeen geweest.
In nummer 125 van K.V.O. (pag. 7) is het verslag van de vorige bijeenkomst (ISA) opgenomen waarin ook de doelstellingen van de ISA zijn aangegeven. In het kort behelzen zij de verzoening tussen de voormalige vijanden en de herdenking van de gevallenen, ongeacht hun nationaliteit. In dit opzicht is de ISA uniek. Geen andere vereniging, voor zover bekend, heeft deze doelstellingen als uitgangspunt. In nummer 126 van K.V.O. is melding gemaakt van de oprichting ISA/NL, waarvan alle leden hebben deelgenomen aan de bijeenkomst in Athene met uitzondering van dhr. van Waning die zich reeds veel eerder had gecommitteerd aan werkzaamheden elders waar hij niet gemist kon worden. Ruurd van Rooijen, eveneens een voormalig onderzeeboot commandant, trad op als delegatieleider; een taak die hij met verve vervulde.
De volgende bijeenkomst zal plaats vinden van 18 t/m 21 mei 2015 in Portsmouth (Engeland). Een van de vaste onderdelen van de ISA bijeenkomsten is een indrukwekkende ceremonie waarbij de wereldwijd gesneuvelde onderzeedienstmensen worden herdacht. Andere programmapunten zijn o.a. een bezoek aan de “Portsmouth Historic Dockyard” waar de Mary Rose, H.M.S. Victory en H.M.S. Warrior te bewonderen zijn, Arundel Castle met zijn mooie tuinen en een boottocht. Daarnaast de welkomst cocktail en het galadiner. Het bestuur van de ISA/ NL hoopt dat velen zich zullen opgeven, gezien de potentie en de geschiedenis van de Nederlandse Onderzeedienst. 50ste Bijeenkomst ‘International Community of Submariners Associations’ (ISA) van 20 t/m 24 mei 2013 in Catania, Italië
Op initiatief van een Franse en een Duitse oud- onderzeebootcommandant is in1962 de ISA als informeel samenwerkingsverband van nationale Onderzeedienst(reünisten-)verenigingen opgericht, met als doelstelling herdenking van de gevallenen en verzoening tussen (voormalig) OZD- personeel van landen die elkaar in WO II hadden bevochten. Gaandeweg hebben zich ook andere landen bij de ISA aangesloten, zodat er nu ruim 25 landen in zijn vertegenwoordigd,sommige met meerdere afdelingen. Ook betrokkenen die niet lid zijn van een nationale OZD- vereniging, maar een nauwe band hebben met ‘hun’ onderzeedienst, kunnen aan de jaarlijkse bijeenkomsten deelnemen. Deelname geschiedt op eigen kosten en de meeste deelnemers combineren deze reünies met een vakantie. Ook een groeiend aantal actief dienenden maakt van deze gelegenheid gebruik.
